What Is Peppol—and Why Should You Care?
Peppol, short for Pan-European Public Procurement On-Line, is a secure and standardized network that enables the electronic exchange of procurement documents, such as invoices, between businesses and governments. Peppol was originally designed to streamline public procurement across Europe. Today, Peppol serves as a vital infrastructure for B2B e-Invoicing. And it isn’t just a platform—it’s a set of standardized formats and communication protocols designed to make electronic document exchange simple, fast, and interoperable.
Why is Peppol gaining traction? Governments across Europe—and increasingly in other regions—are mandating electronic invoicing as part of broader digital compliance reforms. How Peppol Works
Peppol operates through a four-corner model involving:
- Sender
- Sender’s Access Point (Peppol Service Provider)
- Receiver’s Access Point
- Receiver
Each party only needs to connect to their chosen certified Access Point (AP). These APs are registered and governed by the Peppol Authority. Once connected, you can securely exchange documents with any other participant in the Peppol network—without needing point-to-point integrations for each partner.
All documents follow standardized formats (like the Peppol BIS Billing 3.0 for invoices), ensuring consistency and compliance across borders.
Where Peppol is Used
Peppol started in the EU, but its adoption is now global. It’s mandatory or widely used in:
- Germany, Austria, and the Nordics (e.g. Norway, Sweden, Finland)
- Benelux countries (Belgium, Netherlands, Luxembourg)
- Italy and Poland (as part of national e-Invoicing reforms)
- Australia and New Zealand (fully operational networks)
- Singapore and Japan (early-stage adoption)
More countries, such as France and Spain, are finalizing plans to enforce Peppol-based or Peppol-compatible systems between 2025 and 2026.
What About Other Regions?
While Peppol is the standard in much of Europe, alternatives exist:
- Italy uses its own platform, SDI (Sistema di Interscambio), though integration with Peppol is supported.
- France is rolling out the Chorus Pro platform but also aligns with Peppol standards for interoperability.
- Spain is developing a new system (FACe) and is expected to support Peppol indirectly.
- Latin America relies on local platforms like Brazil’s Nota Fiscal Eletrônica or Mexico’s CFDI.
